Rachel is a disruptive transportation operations technical expert with more than 15 years of experience focusing on work zones and road weather management. Her work includes supporting several U.S. Department of 运输 modal agencies in identifying, 设计, and implementing technical and institutional solutions to enhance roadway operations. Rachel also served as deputy program manager for the Federal Highway Administration (FHWA) Office of Operations BPA and IDIQ contracts, responsible for the day-to-day management of numerous task orders.
Rachel frequently leads teams of technical and creative experts in developing content and branding that engages stakeholders to adopt national programs and enhance transportation systems management and operations across the country. Her work includes supporting various stages of transportation technology research, such as the systematic development of safety and mobility applications, pilot testing connected-vehicle applications, and the creation of a national automated driving system concept of operations and roadway digital infrastructure strategy.
Rachel also led efforts to push the deployment of innovative-but-underutilized work zone and road weather transportation technologies across the country through the FHWA’s Every Day Counts (EDC) efforts, as part of the EDC-3, EDC-4, and EDC-5 periods.
